    Sustaining urban growth through innovative capacity : Beijing and Shanghai in comparison

    The authors examine the diverse prospects of innovative sectors in Beijing and Shanghai using available indicators and data collected for this study through surveys. Beijing is the first choice for companies locating in China, but foreign employees prefer Shanghai for living convenience and cultural amenities. While Shanghai lags behind Beijing in knowledge creation and the generation of startup companies in the innovative sectors, it takes the lead in the commercialization of technological innovations and the development of creative cultural industries. The municipal authorities of Beijing and Shanghai have improved the innovation environment of the cities, but certain elements still stunt the growth of innovative industries, which cannot be removed easily. Three kinds of knowledge-intensive enterprises included in innovative sectors in the survey are high-tech manufacturers, knowledge-intensive business services, and creative content providers. The survey found that the clustering of the firms arose from the attraction of preferential policies and the purchase by governments or state-owned enterprises of information technology products. The survey shows that interaction among firms is inadequate in the knowledge-based industrial clusters in both Beijing and Shanghai. Hence, it may be some time before clustering leads to substantial gains in collective efficiency for innovative industry in Beijing and Shanghai.ICT Policy and Strategies,Health Monitoring&Evaluation,Water and Industry,Environmental Economics&Policies,Banks&Banking Reform

    Algorithm Portfolio for Individual-based Surrogate-Assisted Evolutionary Algorithms

    Surrogate-assisted evolutionary algorithms (SAEAs) are powerful optimisation tools for computationally expensive problems (CEPs). However, a randomly selected algorithm may fail in solving unknown problems due to no free lunch theorems, and it will cause more computational resource if we re-run the algorithm or try other algorithms to get a much solution, which is more serious in CEPs. In this paper, we consider an algorithm portfolio for SAEAs to reduce the risk of choosing an inappropriate algorithm for CEPs. We propose two portfolio frameworks for very expensive problems in which the maximal number of fitness evaluations is only 5 times of the problem's dimension. One framework named Par-IBSAEA runs all algorithm candidates in parallel and a more sophisticated framework named UCB-IBSAEA employs the Upper Confidence Bound (UCB) policy from reinforcement learning to help select the most appropriate algorithm at each iteration. An effective reward definition is proposed for the UCB policy. We consider three state-of-the-art individual-based SAEAs on different problems and compare them to the portfolios built from their instances on several benchmark problems given limited computation budgets. Our experimental studies demonstrate that our proposed portfolio frameworks significantly outperform any single algorithm on the set of benchmark problems

    Feasibility studies of a converter-free grid-connected offshore hydrostatic wind turbine

    Owing to the increasing penetration of renewable power generation, the modern power system faces great challenges in frequency regulations and reduced system inertia. Hence, renewable energy is expected to take over part of the frequency regulation responsibilities from the gas or hydro plants and contribute to the system inertia. In this article, we investigate the feasibility of frequency regulation by the offshore hydrostatic wind turbine (HWT). The simulation model is transformed from NREL (National Renewable Energy Laboratory) 5-MW gearbox-equipped wind turbine model within FAST (fatigue, aerodynamics, structures, and turbulence) code. With proposed coordinated control scheme and the hydrostatic transmission configuration of the HWT, the `continuously variable gearbox ratio' in turbulent wind conditions can be realised to maintain the constant generator speed, so that the HWT can be connected to the grid without power converters in-between. To test the performances of the control scheme, the HWT is connected to a 5-bus grid model and operates with different frequency events. The simulation results indicate that the proposed control scheme is a promising solution for offshore HWT to participated in frequency response in the modern power system

    Conditional ergodicity in infinite dimension

    The goal of this paper is to develop a general method to establish conditional ergodicity of infinite-dimensional Markov chains. Given a Markov chain in a product space, we aim to understand the ergodic properties of its conditional distributions given one of the components. Such questions play a fundamental role in the ergodic theory of nonlinear filters. In the setting of Harris chains, conditional ergodicity has been established under general nondegeneracy assumptions. Unfortunately, Markov chains in infinite-dimensional state spaces are rarely amenable to the classical theory of Harris chains due to the singularity of their transition probabilities, while topological and functional methods that have been developed in the ergodic theory of infinite-dimensional Markov chains are not well suited to the investigation of conditional distributions. We must therefore develop new measure-theoretic tools in the ergodic theory of Markov chains that enable the investigation of conditional ergodicity for infinite dimensional or weak-* ergodic processes. To this end, we first develop local counterparts of zero-two laws that arise in the theory of Harris chains. These results give rise to ergodic theorems for Markov chains that admit asymptotic couplings or that are locally mixing in the sense of H. F\"{o}llmer, and to a non-Markovian ergodic theorem for stationary absolutely regular sequences. We proceed to show that local ergodicity is inherited by conditioning on a nondegenerate observation process. This is used to prove stability and unique ergodicity of the nonlinear filter.
